Provide environment for source code management and CI/CD

Provide an instance that will be loaded with Gitlab CI/CD for managing the entire source code of the FIMS. The code base will span across three (3) main branches, namely DEV branch for Developers, TEST branch for QA + Analysts and Release branch for ready to review/release source code.
