[PME FAT] Budget circular

• Add an option to upload the attachment for the circular that is signed at the end.
• Revenue Projection Total should equal the Budget Ceiling.
• Add an upload field for Reference Documents.
• Remove the JSON code label
• Remove the Instructions section.
• Add the “Distribute” option.
• The saved proposed amount in the distribution should allow editing.
• The workflow should be: Officer initiates -> Manager approves -> DCS reviews -> DG approves.
• The initiation should be for the Plan, not the Budget Plan Form (3B).)
